Why is Comey protecting Giuliani?

Giuliani trashed Comey for not recommending indictment of Hillary yet Comey appears to be protecting Giuliani who is passing on leaks from FBI agents to the Trump campaign.

Does Giuliani have something on Comey? He was Comey's boss when Giuliani was a N.Y. prosecutor.

He may not know who the leakers are. He very well may have lost control of the Bureau.
