Rudolph Giuliani hasn't changed a bit. He's always been a racist, an authoritarian and an especially nasty man.
His tenure as a US prosecutor in New York was an early example of his need to garner public attention. For example, he once arrested and handcuffed some Wall Street executives and publicly perp-walked them before the press even though the allegations against them weren't for violent crimes. He wanted the media to show him being tough on white-collar crimes even though the cases were ultimately dropped or bargained down to near nothingness.
His mayoralty was one ridiculous drama after another. Here are two examples. At the end of his second term, following the 9/11 terrorist attacks, he suggested that he should stay on as mayor- since he was now known as America's Mayor- for an indeterminate period even though he was term-limited. Fortunately, this idea didn't go anywhere and no-drama Michael Bloomberg was elected mayor of NYC. Worse, his troubled marriage was a public issue and something of a joke. Because of his affair with a staffer, his wife threw him out of their home, the official mayor's residence. Out of spite, he later announced their divorce in a news conference but this was before he told his wife! And let's not forget the racial tensions due to events like the killing of Amadou Diallo.
Then he ran for US Senate when Hillary Clinton ran for the seat she won but he withdrew because of health issues. I've always believed it was because he knew he'd lose to her and not because he had prostate cancer.
And lately, his involvement in Donald Trump's campaign has been one howler after another.
Like his candidate for president, Mr. Giuliani is and always has been an idiot.
