All polls show that Americans want taxes to be raised on the wealthy and agree that Social Security, Medicare should be left alone. On top of all that Boner is still saddled with the tea partiers in his caucus making it near to impossible to achieve any consensus.

So, negotiating from an extreme position of weakness Boner is able to get the President of the United States (D) to propose cuts to Social Security.
