Question ...

How is saying: "He's offering a chained CPI" without including "with protections for the elderly and exemptions for some programs"; any different from saying: "the right of the people to keep and bear arms, shall not be infringed" without including: "A well regulated militia, being necessary to the security of a free state"?

Why do we accept half a statement as meaning the same as the whole statement?
