Are we allowed to see the entire Federal Budget?

5. There isn't. Not quite.

There are continuing resolutions. There are some funding bills. But nothing that's actually a coherent budget.

Last year they finally disposed of CRs in 12/11. No Congress passes a coherent budget any more. Instead they pass free-standing bills which, when taken together, make up a budget. Seldom like what the President proposes.

I've pulled the 2013 link.

Pg 195 of the 1st file in the .Zip has 11.7b in discretionary spending allocated for SS admin.
Pg 107 of the 1st file in the .Zip has 76.4b in spending allocated to HHS.
Pg 77 of the 1st file in the .Zip has 525.4b in discretionary spending allocated to the DoD.

Now, I realize that I've just gotten these files and there is a lot to look at, but, the common sense would dictate that if you are looking to cut spending, you would look at our highest outlay to see if that can be trimmed.

Seems to me that a small reduction in the DoD budget could cover the 11.7b pretty easily, and a 1/5 reduction to the DoD budget could cover the SS and HHS budgets with room for some expansion.

Or we could allocate more to Homeland Defense from the savings from the Reduced DoD numbers. It would make more sense to defend our borders for less money than having an expensive force designed to take the fight to an enemy.

Mind you, I'm just looking over these pdf's and have very little time to understand it all, but some things seem apparent.
