Against police department policy, 2 officers briefly appeared in a local political ad

shaking hands with a mayor who is running for re-election. Would that be a violation of law or just an internal matter for the police department themselves to deal with? Should the Mayor have know that the officers were violating the departments policy?

edited to add..This is the text of the police department's General Order #26 "Members and employees are expressly prohibited from engaging in any political activity while in uniform or while using city vehicles or other property. Members or employees are specifically prohibited from appearing in any political commercial, brochure, or advertisement while in uniform or while otherwise displaying any item or article that identifies a person as an employee of the Mobile Police Department."


The 2 officers were in uniform next to the city police car appearing to discuss something with the mayor.
