But who should and can call back the House and Senate? Is it the Majority Leader(s)? The President of the Senate (which is the VP right) and the Speaker?

They literally do nothing except name post office buildings and take paid vacations.

There is no reason they should not be in session after Labor Day weekend. If they want a vote they should get their asses back to work.
