with 89 percent of the vote in de blasio has 39.7 percent of vote.They may avoid a runoff.

are heavily Thompson than I think De Blasio managed to just barely avoid a run off.

Cause De Blasio could get 39.99% of the vote have that reported as 40% on the major sites and still have a run off on his hands.
