When the Rethugs slipped in that "rule" on the eve of the shutdown which precluded anyone from submitting the CR other than Eric Cantor, did that mean that even John Boner, himself, couldn't bring a CR to the floor for a simple majority vote?
Is that what's going on? Eric Cantor and The Cult of Ditto-headed Limpballians are blocking the deals offered. If Cantor is the *only* one who can bring a vote to floor, that means that Boner has no power to stop him?!!!!!

(7,932 posts)only the Speaker or his 2nd (Cantor) can bring a CR to the floor for a vote, so Boner could do it if he had a spine.

House Resolution 368, passed late Sept. 30 or early Oct. 1, 2013.

(7,932 posts)but the original poster wanted to know if the rule was changed so that only Cantor could bring a vote but they changed it so that only Boner or his 2nd (Cantor) could bring the vote.
