it is all Mormon related, he is REQUIRED to give AT LEAST 10% of everything to his church and it's interests and charities, or else he will be forbidden to enter the Mormon Temples, he would slip to second rate Mormon status and be limited to the plain churches and kept from the secret ceremonies, etc. and cannot become a God in the afterlife.

People don't realize that Temple level Mormons carry church issued ID which is re-investigated every two years, and the 10% is a condition.
