Candidates generally don't put out those "position paper" things until later. In Clinton's case, she is smarter to wait, since she has no significant threat, at least right now, from within. That allows her the latitude to wait and take specific positions that demarcate the difference between her and Jeb Bush, assuming it will be Clinton vs. Bush.
