Was not the end of the Iraq War negotiated by GWB shortly before he left office? Didn't Obama merely carry out the plans that GWB, Iraq and the "coalition of the coerced" agreed to back at the last months of Bush's last term?
And didn't ISIS come to be because GWB's minions, Paul Bremer in particular, did everything possible to clusterfuck the entire country and region? Bremer fired EVERYBODY in the Iraq army and branches of government in a imbecilic effort to force American style democracy down the throats of the Iraqi people, who were distracted at the time greeting the invaders as liberators and showering American troops with flowers in the streets? <this part is snark>
I'm blabbering, but isn't most of the mess in Iraq set in motion well before Obama was sworn in, and it wasn't like he could reverse course on all the things GWB set in motion?
If the current Republican meme that "the surge worked", wouldn't we still be "surging" these seven years later?
