In 2004, a few states enrolled in a Federal pilot program that essentially gave $3,000 to the unemployed for job training, or anything else they needed to get work. If they found a job, they kept the 3 grand, or what was left of it.

Well, a lot of people happily took the 3 grand and used it for stuff like fixing their cars so they could get to job interviews, but overall it wasn't cost effective and hardly helped anyone actually get a job.

When asked how he would run the program any better, Romney had no answer.
