All of Obama's Policy Positions are in the President's Budget for Fiscal Year 2013.

The President makes a lot of great speeches and the language isn't exactly plan (it's more rhetorical). If anyone wants to know what his positions are in concrete terms, they are all laid out in his Budget for 2013. Medicare, Social Security, deficit reduction, whole nine yards. It is a very comprehensive piece of proposed legislation and while it's been awhile since I read it there were no glaring bits that I didn't like (LIHEAP is probably the only one).
