Bernie Sanders want to raise minimum wage to $15, Hillary Clinton wants to raise it to $12...

Or perhaps its because employee wages in cities would hardly have to adjust (Pittsburgh's mayor is a recent example). Most city/municipal employees are at that level to begin with.
