In October 2000, the bill passed the House by a vote of 377 to 4 (51 members didn't vote), and then sat on the shelf for weeks.
But in December, Gramm -- after coordinating with top Clinton administration officials -- added much harder-edged deregulatory language to the bill, then attached the entire package to a must-pass 11,000-page bill funding the entire federal government. After Gramm's workshopping, the legislation included new language saying the federal government "shall not exercise regulatory authority with respect to, a covered swap agreement offered, entered into, or provided by a bank." That ended all government oversight of derivatives purchased or traded by banks. He also created the so-called "Enron Loophole," which barred federal oversight of energy trading on electronic platforms.
This was an era in which voting against funding the federal government was considered a major governance faux pas. The bill sailed through both chambers of Congress, with few lawmakers even aware of the major new deregulatory changes.

Those kids get an education, they start asking questions and protesting the government. We can't have that. We want them to be stupid and unquestioning.

(87 posts)I am a 55-year-old man. I live in Ohio, where we did participate in the expansion of Medicaid. I was downsized out of a good career in the name of higher stockholder returns. After two years of jobhunting, with an exceptional resume, a college education, and exemplary work history - The best job I was able to find pays just enough that I don't qualify for Medicaid, but not enough to afford a reasonable plan through the ACA. I would be paying $75 a week in premiums with the $6000 deductible, which I would never meet, because my health is very good. The problem with the ACA is that it is still driven by the goddamn profit motives of the greedy insurance industry. It is immoral to profit off of the suffering of our fellow citizens. Period. Private health insurance is an unnecessary evil, and must be eliminated.
