MEMPHIS Hillary Rodham Clinton on Friday proposed a tax credit for families and individuals who face excessive and unexpected health care costs, the first part of multipronged approach to giving middle-class Americans tax relief that she will unveil in the coming days, according to her campaign.
The proposal, which would provide a tax credit on health costs of up to $2,500 for an individual and $5,000 for a family, comes as Mrs. Clinton has sought to use the issue of taxes on the middle-class to draw a distinction between her proposals and those of her main rival for the Democratic presidential nomination, Senator Bernie Sanders of Vermont.
Speaking at a rally at LeMoyne-Owen, a historically black college here, Mrs. Clinton introduced the tax credit and, without evoking Mr. Sanders name, told the crowd, You deserve a raise not a tax increase, and Im not going to stand for that.
Mrs. Clinton has accused Mr. Sanders of supporting policy proposals that would essentially amount to a tax increase for middle-class families, specifically pointing to his plan for a single-payer health care system that he bills as Medicare for All Americans.
The Clinton campaign points to a 2013 proposal for a single-payer health care system Mr. Sanders proposed in the Senate as evidence that his plan would increase taxes on millions of Americans. Michael Briggs, a spokesman for the Sanders campaign, told Politico, On Medicare for all, the middle class would be far better off because it would save taxpayers money.

(1,681 posts)Also, considering Hillary said this at a historically black college, I think looking at the unemployment rate of African American youth is appropriate, and that is currently at 51%, as Bernie Sanders points out quite frequently.

(31,886 posts)Have a network to find jobs post University and their tuition is heavily funded by alumni and donors. They are also funded by donations to the UNCF. They are most likely an outlier to the narrative of black Americans aren't employable.
I did not attend but of the 33 grandchildren in my dad's family - only three of us did not attend. My grandparents were born at the turn of the last century - he was a Morehouse grad and she was a Spelman grad. All of my Aunts with the exception of one went to Spelman. My dad Tuskeegee his two brothers Morehouse. In my generation we branched out to Hampton and Howard.
Legacy students reach out to first generations and provide support. I give via UNCF.
I'm sharing all of this with you because you may not be aware of the sub culture and why Clinton's points would appeal to this crowd.
When they graduate - if you tax them to death - they will not be able to give back to those who reached back and gave them a big pull up. My husband knows that every February the Niagara University donation request goes in the garbage (my alma mater) and the UNCF gets a big chunk of change. If not for the HBCUs - I would not have been prepared with a solid prep school education and my parents could not have afforded to give that money to NU for four years. So UNCF gets the donation.
Maybe just maybe some bright kid in Detroit can get into Howard, get the extra help he needs to succeed academically and get out. Then he can pay it forward.
Clinton spoke to where these young black men and women want to be and most likely will end up in ten years.
It was a very smart move.
Elsewhere in the party - O'Malley is speaking to transforming the 4th year of high school to lift those who got cheated out of the chance at college a shot.
Clinton, her supporters, and the UNCF have the backs of the college bound out of high school.
Me and O'Malley have the backs of those who could make a solid living as an HVAC tech, solar panel installer, LPN, lab techs, etc etc.
Sanders weakness is his ability to tell us specifically how. Free college for everyone when everyone did not attend a posh suburban high school is inadequate.

(10,130 posts)Yes, in a single payer system, taxes rise to help pay for the health care. But that is more than offset by the elimination of paying for health care individually every month.
Under a single payer system, the US can come to grips with paying by far the most per capita for health care and reduce health care costs. The excessive charges are not helping life expectancy for US citizens:

Reduction of heath care costs helps reduce income inequality - more money for the economy/reduction of poverty. It helps the US keep or recover jobs because the total cost per employee goes down. With lower health care costs, effectively, companies are more profitable. The only losers are the folks gouging the health care of Americans.
Hillary is going this way (tax cuts) to try to attract Republicans to vote for her. This is more of the same in my opinion and arguably pandering - not solving the real problem.

(1,681 posts)I believe an increase in taxes for single payer would be around 6%, but I've heard people on here claim it was 10%, so lets use that number. Hillary is claiming to support a $12/h minimum wage, with no single payer. Bernie wants $15/h with a 10% tax for single payer...so a $1.50 tax makes the hourly rate $13.50.
Net gain on Bernies plan: +$1.50/h and healthcare for everyone.

(14,587 posts)omitting the fact that if we had a 10% tax increase to pay for healthcare, most working people with families would actually be BETTER OFF. Why? Because health insurance for me and my family costs 18.5% of my gross. That's why.
So basically my employer wouldn't have that huge cost, because they pay part of it. We'd all be better off.

We have to ask, "Well, YOU don't want a tax increase do you? (gasp!)"

(22,000 posts)That is no where near the 10% people are claiming. I can walk into any clinic or hospital anytime I want to get seen by a doctor. I have been in Korea for 12 years and can vouch for a system where everyone has health insurance.
I find it appalling that Hillary Clinton will not support a progressive single payer system. Her proposal is similar to Republicans.

(14,587 posts)Of course, she neglected the OTHER HALF of the plan for political expedience. Which is why no one trusts her.
The other half of this is that Bernie is proposing to a) adjust the tax code to capture the $20 trillion + in untaxed profits and income that is presently offshore in places like the Cayman Islands, b) adjust the corporate tax code so big guys with billions in profits like GE, Wells Fargo, Paccar Corporation and Mattel all not only begin paying taxes again, but actually pay their fair share, c) begin taxing capital gains as regular income, and d) allowing the government to negotiate drug and care costs down.
It isn't gonna cost that much. Anyway, all of us already PAY OUT THE NOSE for healthcare and the insurance industry is raising costs in double digits every year. Why? Because they can.
Clinton bugs me so much because of crap like this. She started off center right. Then she went left. Then she is going back right. So...which is it? What does she REALLY stand for? Just being elected? I fear so.

If you do simple math, you can figure out which path would be more economically sound for you . . . especially if you're planning on going to college or expect to get sick during your lifetime.

(19,460 posts)If you are like me, you can not afford more taxes because you won't have enough money to pay for the every 90 day cancer screening you need and the every 6 month colonoscopy you must have. So, I can pay more taxes for free college or keep what I have to pay for what my insurance does not to stay on top of cancer. Yea, I know that makes me a selfish old hag.

(50,303 posts)I remember just before I stopped being able to afford health insurance in 2004. The premium went in excess of $12,000 a year and the deductible was $5,000. I was hoping more than you will ever know that John Kerry would be elected and we might get healthcare reform. It didn't happen and, as a result, I suffered horrible pain and could barely walk until Obamacare and the pre-existing condition pool was created. I could afford it and I was very lucky. Today there are still many, many people who cannot afford the premiums and deductibles of the lowest priced policies offered. They're caught between not being poor enough for Medicaid and not being able to afford insurance even with a subsidy. That has to end. No one in this country should suffer. If my taxes go up a little so other people don't have to suffer the way I did, I'm happy to pay it. I'm happy to pay extra taxes so your colonoscopy is covered. And, FYI, I'm on Medicare now, but still self-employed and paying taxes.
