You can make one-time payment without a PayPal account, by checking out as a guest. To do this:

1. Select "One-time online payment" on this page.

2. Enter the amount you'd like to pay.

3. You'll be taken to a PayPal page. On that page, look for the button that says "Pay with Debit or Credit Card" and click that.

4. You should then be able to check out as a guest. PayPal will process the transaction and the funds will be sent to DU.

requiring secret codes.

Perhaps because I previously used PayPal?

I kept at it, going back n forth until I was successful.

Maybe a glitch somewhere?

After you click the "Pay with Debit or Credit Card" button, you should be sent to a standard web payment form, where you enter your name, card details, etc. and then you just submit the payment. If you're not being sent to that payment form after you click the button, then something else is going on.

It you already have a PayPal account then you might have gotten logged into that somehow, or it's trying to get you to log in, which could be why you're getting additional questions (does it want to send the secret code to your phone to confirm your identity?)

Perhaps, try going directly to https://www.paypal.com and make 100% sure you're logged out, then go back to the Star page and begin the process again. Then when you're sent to the PayPal page, check to see if you're getting logged in. If PayPal asks you to log in at any time while you're trying to make the payment to DU, you should just say no, and then it should let you proceed.

PayPal tells me my Amex prepaid card is declined and Amex says there is plenty of balance on the card. Of course there isn’t a human being to talk to at either place. Any suggestions or commiserations welcome.
