Neither health plan was capable of addressing the needs of people with chronic illnesses, so basically both threw them under the bus - rather that subsidizing them (which is deprecated as trade distorting in WTO-GATS)


BTW Public higher education is also under attack- by GATS and its successor TISA, for similar reasons, globally.

Its a trade, we get privatized public services in other countries, which we can sell insurance to or expensive drugs to (public healthcare is hated because it lowers prices by having strong bargaining power)

Google "national Treatment" and "Most favored Nation" -GATS trade of Mode Four for Mode Three- establish a presence in as if we were local- they get access to our services markets (starting with government procurement but its likely it will not be limited to that) if they can be the winning low bidders. Which is likely because of the low wages they pay.
