I would bet they have Clinton precinct captains/election officials in all the important areas where she needs to win. A captain who's more than willing to fudge numbers to get her elected.

I remember when election officials were beyond reproach. Everyone HONORED THE FAIR AND HONEST ELECTION PROCESS. Now, it's okay to cheat and lie as long as it's YOUR candidate who's going to win because of the lying and cheating. GDP is the perfect example of that.
