I've seen winners projected on lower percentages than that.

heavily for the currently losing candidate have not yet reported.

And actually, unless it is such a scenario as above, the ultimate winner really doesn't seem to change
(though the percentages might) once the 12% reporting is in.

That's just what I've noticed as my face has been glued to the tv time and again for many elections
the last 12 years.
