Did Hillary refuse to debate Bernie because of her email problem?

Insiders always have an inside track on what's going on and when. So did she back out of the debate because she was afraid to have to answer questions about her email hubris/incompetence/lies?

She needs to maintain her delegate lead and CA has a lot up for grabs. If she thought it would help her she would do it, but she backed out.
