Where his motorcade stopped, he briefly addressed a small group (presumably the OP photos), then took off. The press was clearly miffed that he never came over to where they had a podium set up with a dozen mics and cameras trained on it. But that wasn't even visible from where he stopped, so one wonders if he really even knew that full setup was there.

Of course if he did, it still should not be a problem for them, if he chooses not to give them his time.
