Yes, and if they say they'll penalize candidates who run over time limits, they should do it.

...and the mods baited and directed a select few to squabble.
Equal time is the only fair approach. They seem to have thrown that norm right out the door.

They said they would at the last two debates, didn't enforce that rule, and some candidates in particular just ignored the time limits.

CNN was pretty awful and the moderators were very rude to the candidates. This debate had a better flow and you could actually hear what the candidates had to say.
