Missed this last night, but from Harris’s policy team, the answer to where she would claim the authority to ban AR-15 imports, which Biden implied she couldn’t do. Harris plans have actually been very detailed in explaining where she’d get authority for these exec. orders.

it would simply be protectionism for domestic arms makers.

10. George H.W. Bush did something similar with Chinese made weapons

back in 1990 I think it was. So it can be done. The vast majority of AR15s though are manufactured domestically so I don't know that this would really do anything but it could be done.
