Congress passed the funds to build and to finish The Gateway Project. Biden signed the Spending Bill.

Trump removed access to those funds a few months. Last week, the money well dried up. Gateway, NYS, and NJ all sued Trump to get the money. Back and forth it went. Stay. Block on stay. Overturned. Money available.

How does this work? Can Gateway go the Bank and start drawing cash -- or have the accounts been frozen until this matters is decided by SCOTUS?
