Although it seems like one of the other worst rated Presidents by many historians, Warren G. Harding, did enact the Fordney-McCumber Tariff during his term trying to help American farmers hit by an expansion in European farm imports and to protect domestic manufacturing. Indeed, tariffs enacted under three Republican Presidents--Harding, Coolidge and Hoover--were seen as contributing to the Great Depression.
