7. FEMA isn't going to pay out anyway

So it really doesn't matter if FEMA doesn't have a budget. They have effectively stopped worrying about anyone in a "blue" state and we have seen Republicans heartlessly defund FEMA In the past.

Defund it all. Close the government down.
