My Dog Shane really, really blew it yesterday!

Yes, I know we should all normally have all our male dogs neutered. But Shane is about seven years old and when I found him or perhaps when he found me – he had been living on the street for three or four years and was all skin and bones, ribs openly protruding and completely infested with ticks on the outside and worms on the inside. Shane is what they call in the Pacific region a “boony dog.” According to legend boony dogs are a mixture of the descendents of military sniffer dogs that were brought to the Pacific region by the U.S. military at the end of World War II who interbred with the native Pacific Islander dogs. Well very large size 50+ pound Shane is a 7-year-old boony dog that has been with me for close to a year now.

Since he always reacted against being put outside when I went to work during the day – I kept him inside. Although he certainly would have preferred me to either stay at home or for me to take him with me to work– he seemed to have adapted to that okay. Never once did he ever break anything or leave any kind of mess. When I would get home – he would just jump with excitement and want to kiss me and then he would take a few minutes to run outside and relieve him – before falling down near my feet looking so relaxed and happy just to know I was home.

Well this little harlot dog from next door who is in heat –apparently a mixture of Doberman and Boony Dog – named Peanuts has been coming by sitting right outside my door for the last three or four days. I would let Shane out when I was home to frolic with her. The owner, a native Micronesian islander who happened by coincidence to the be the parent of a pediatric patient I once helped take care of – was happy if Shane would breed with Peanuts – because he thought Shane was a handsome and strong looking dog. Well, I thought Shane was handling it okay. Over the last few days – while I was at work Shane would wait in my house and as soon as I got home he would run outside – quickly kiss me and run off to frolic with Peanuts. A couple nights ago Shane woke me up in the middle of the night so that he could get outside and rendezvous with the harlot, Peanuts. But aside from that – I didn’t think there was any big problem until I got home from work last night and discovered that Shane had destroyed half the venetian blinds in my house and left a huge mess of all kinds of stuff frantically turned over and at left several big scratch marks all over the doors and all the windows in his attempt to get out and see the harlot, Peanuts. Well, I kind of blew my stack at Shane and he ran off – but came back about half an hour later. This time I put him in one of my spare rooms – but he managed to sneak out – since I had left the screen door to my house slightly ajar. He did come back again – about an hour later – and wept a repentance – begging me for forgiveness. I happen to be off for today and the next three days– so I will see how Shane handles this now. Hopefully the intensity of the heat that the harlot, Peanuts is giving off will soon subside and Shane can return to a normal state of mind.

Facing Impeachment trial Gov Fitial of the U.S. Commonwealth of the Northern Mariana Islands resigns

MORE than three hours after Gov. Benigno R. Fitial resigned, Lt. Gov. Eloy S. Inos and Senate President Jude U. Hofschneider were sworn in yesterday as the CNMI’s new governor and lieutenant governor.

Fitial was impeached by the House of Representatives for multiple counts related to the commission of felonies, to corruption and to neglect of duty, and his trial in the Senate was to begin on March 7. As of yesterday, Variety was told, at least six of the nine senators were inclined to find him guilty of most, if not all, of the charges against him — enough to remove him from office.

In his letter of resignation, Fitial expressed the hope that “the elected leaders can bring the commonwealth back to prosperity and provide a secure future for its citizens.” Fitial left the administration building immediately after sending Press Secretary Angel A. Demapan to the Legislature on Wednesday morning.Demapan delivered Fitial’s letter of resignation to Hofschneider and Speaker Joseph P. Deleon Guerrero at around 10 a.m. A few minutes later, Variety broke the news online.

In his speech after he was sworn in at the Pedro Tenorio Multi-purpose Center in Susupe, Inos said that at 9:40 a.m. on Wednesday, Fitial asked if they could talk.

“As usual, I said, ‘of course governor.’ ” Inos said. “He came to my office and in a very humble manner, he presented me a letter. And I asked him ‘What is that for? What is the letter about?’ ”Fitial then handed him the letter. “I opened it,” Inos said. “The first line in the letter, when I saw it, I almost fell off my chair. I did not expect the governor to do what he did. But the letter simply says the time has come for him to step down and it is in the best interest of the commonwealth community that he did so because he wants to bring people together so we can move forward with the businesses at hand.”

Inos is the CNMI’s eighth governor and will serve the remainder of Fitial’s term, which ends in Jan. 2015.

BENIGNO Repeki Fitial on Monday became the first governor to be impeached in CNMI history.

By vote of 16 to 4, the House of Representatives adopted 13 of the 18 allegations in House Resolution 18-2 calling for Fitial’s impeachment for multiple counts of felony, corruption and neglect of duty.

Fourteen votes were needed to bring the resolution to the Senate where the 67-year-old governor will be tried, probably starting next week. He will be removed from office if six of the nine senators find him guilty of any of the charges.

The charges involved the release of a federal detainee to massage the governor at his house; the awarding of a $392,000 sole-source contract to his former Commerce secretary to perform tasks that the then-secretary was already performing as a cabinet member; the signing of the no-bid $190 million power plant deal with a shadowy firm — a contract described by a Commonwealth Utilities Corp. official as “disastrous” to the CNMI; the governor’s failure to sanction or discipline his then-Attorney General Edward Buckingham for organizing a partisan meet-and-greet gathering at Fitial’s residence — a violation of the Hatch Act; the governor’s allowing the Department of Public Safety and the ports police to facilitate Buckingham’s departure from Saipan and evade court jurisdiction in a criminal action; the governor’s failure to nominate members of the Civil Service Commission, the Commonwealth Public Utilities Commission and the Supreme Court; failure to appoint secretaries of the Department of Public Lands and the Department of Public Safety.
