Mother arrested after child found in water-filled ditch dies, police say

A Tulare County woman has been arrested on suspicion of murder after her two children were found in an irrigation ditch and one of them died.

As they made their way to the scene, deputies were notified that the children had been found in an irrigation ditch that was filled with water, according to the release.

The boys were taken to a hospital, where the 12-year-old died and the 7-year-old was admitted in critical condition. Authorities are conducting an autopsy to determine the older child’s cause of death.

Telnas was arrested at the scene. She is due in court Tuesday afternoon.

A former resident of Missoula, Mont., Telnas was charged with attempted murder in 2008 after she admitted to trying to drown her then-10-month-old son in the Clark Fork River because she had heard voices, according to a report from the Mineral Independent. She pleaded no contest to lesser counts of criminal endangerment as part of a deal with prosecutors, the report states.

Family members told a local ABC affiliate that the 12-year-old who died on Saturday is the same child Telnas tried to drown 11 years ago.

California’s kindergarten vaccination rate dropped again in the most recent school year as more parents sought permission from doctors to not immunize their children, according to new state data.

The troubling trend comes amid a national measles outbreak as well as intense debate over whether California should strengthen its school immunization laws.


California already has one of the strictest vaccination laws in the country, preventing children from skipping their shots unless a doctor says they have a medical reason to be exempt. Some health advocates fear that parents are obtaining exemptions for their children without valid medical reasons. Those advocates are now pushing lawmakers to clamp down on fraudulent exemptions.

In the school year that ended last month, 4,812 kindergartners had obtained medical exemptions from vaccines, a 70% increase from two years ago, when the vaccination law first took effect, according to data from the California Department of Public Health. The data suggest that large concentrations of medical exemptions are being granted to school children in relatively affluent parts of the state, such as Santa Cruz and Sonoma counties.

The kindergarten vaccination rate in California dropped to 94.8% in 2018-19 from 95.1% in 2017-18 and 95.6% the previous year.

The school districts with the most medical exemptions were L.A. Unified, Capistrano Unified and San Diego Unified. The rate of medical exemptions in Capistrano Unified — a smaller district in Orange County — was 10 times higher than that of L.A. Unified’s.

An autistic 5-year-old boy with a brain tumor will get back his bejeweled replica wrestling belt after a pair of repentant thieves learned of his plight.

For the Vicks of Seaford, Delaware, professional wrestling is "a family affair," according to Timothy Vick Sr., whose son Timmy was diagnosed with the tumor in October. "It's just a big family thing."
Timmy's parents sought to soften news of the illness by saving money to purchase a special gift for the boy: a replica WWE championship title belt.
To make the belt appear more authentic, the parents connected via Facebook with belt designer Sergio Moreira in Washington.

Moreira said he offered to do work free of charge, replacing the plastic gems with cubic zirconia and thickening the plates.
"It'll be as close to the original belt that he sees on TV every say than any other belt he could buy in the market," Moreira said.

The Vicks shipped the belt across the country, with the package being left on Moreira's porch earlier this week. His door view camera then captured two thieves stealing the package.

But days after police released images of the thieves and local media told Timmy's story, the two women returned to Moreira's home with the belt and a four-page handwritten note of apology.

"They said they were homeless drug addicts and thought they could make a few extra dollars off of whatever was in the boxes," he recalled.

"I could see the look on their faces, that they were very, very sad and they had been crying."
Moreira said he hugged the women and asked them to take care.
