Basically giving Barr credit for not completely hiding the report from the public. Not exactly a resounding endorsement. But of course it'll be quote-mined completely out of context to the nth degree by republicans to appear as if Mueller approves of everything Barr's done.

Hell, you could easily read that statement with an underlying impression of sarcasm. It's kinda like giving cops credit for not beating up suspects.
