... he was observing the Republican operatives and stage managers on the sides frantically signalling "Cut! Cut! Cut!!" and inadvertantly copied their exact gesture.

Still, it is either in extremely poor taste, given Secret Service type sensitivities, or it was yet another indication that he was kind of out of it.
