We have laws (FDA) governing how clinical trials are done to prove efficacy and identify risks to patients. It takes a lot of time to run the trials and ensure data is accurate. Fauci knows.

They would give a substance that possibly works in a test tube to human beings without following the law to save Trump's ass.
