Merkel has sway here. Trump does not.

Plus, "business as usual" for me means weekly workdays in France, Belgium, and Holland, and once a month in Spain and Switzerland. Trump has no say over those countries opening their borders, either.

If Trump were to tell the leaders of Europe, "no more business as usual for the next week," they would probably mean he has decided to make no idiotic statements for the next seven days. Knowing Trump as they do, they would most likely assume he has come down with a severe case of laryngitis.
