It would have been more damning had the book been released before the supposed allegations occurred but it looks like it was written in 1998 (conflicting reports on this but after the incident), years after the event.
One could reason the father was inspired to write about the events after being informed of this by his daughter. It might lack overall tact but it doesn't prove much except that the story likely existed within the family for a minute.

"Published..." yes, technically, but "self-published" would be more accurate.
