It is common knowledge stressful circumstances can increase blood pressure temporarily.

Arrest would qualify as one such.

But the fact that Mr. Floyd had a blood pressure spike a year or so before he was murdered on the public way means nothing. It cannot in any way excuse, or reduce the culpability of, the man who murdered him, and the murderer's accomplices.
