that's the only way it will change or pass probably.

that is one single recent attempt that affected candy bars & similar things. food was never taxed

you're right. however, 43 states have an income tax & 45 have a sales tax. for a lot of the states

if the average rate is negative, it means there's no net tax collected. so it didn't make sense
