If the district stays similar to what is now and includes parts of Bexar county that would work to Cisneros' advantage. If the district tracks more to the east and includes Duval, Live Oak, and Bee counties then it will be more conservative and will favor Cuellar.

As far as the issues go, I doubt that abortion ranks that highly with the voters. Most of them are concerned about jobs and the economy. That is where Cuellar has a huge advantage over Cisneros.

As far as the 2020 primary is concerned, I was a bit annoyed with all of the negative ads that Cisneros made. Meanwhile, Cuellar usually just ignored Cisneros. It was a closer race than I thought would be, but can either candidate achieve the same turnout in a non-presidential year primary?

Based upon all of those factors, I'm not willing to guess the outcome of the primary.
