They're being subpoenaed to testify. But not via deposition. A deposition is giving testimony under oath but is different than giving testimony at a hearing. Among other things, depositions are not conducted in public (although the transcript can be made public).

People who are giving testimony via deposition are probably testifying voluntarily and are giving background information to the committee.
