Someone's keeping the lid on the information.

Ten months now, and the bomber hasn't been identified? I don't believe that. I believe the FBI knows who did these things, and is reluctant to release the information for some reason.

If the pipe bomber were a nobody, we would know the identity by now.

If the person authorizing the tours were a nobody, we would know the identity by now.

Which means that the perps were likely members of Congress.
