An approach requires fixing the persons physiology, if possible, and dealing with psychological aftermath. Everyone is different and respond to therapies differently so it makes it more difficult to accomplish systematically. A holistic approach is what is necessary and I remember some good hospitals in the 70's that did spend the time and resources on each patient to accomplish a better outcome. Today, insurance companies balk at covering mental health services in this manner because of the costs which gives patients half or less of what they need for long term success. So the cheapest and easiest thing to do is tranquilize and discharge.
