5. Again, Not A Legal Expert, But...

...I had a related experience with this.
My Medicare supplemental is BCBS. They do not have a national contract with CVS.
At the time, CVS was the only pharmacy in town, and BCBS said they didn't cover any non-contractual prescriptions, more than once, for one med, for 30 days. After that I'd have to find a pharmacy with a national contract.
The mail order company I tried was a CF, so I went to a different town for a Walgreens.
Fortunately, a pharmacist who lives in town opened a dinky prescription shop that agreed to take a contract for whatever BCBS pays.
He got 800 customers switching pharmacies in the first 6 months. So, it worked out for everybody.
But, that might be similar to what they mean. A provider to you might be covered one time non-contractually, but not after that.
Just a guess, based upon what happened to me.
