Especially if that language or those institutions help to protect non-wealthy, non-powerful people.

A Whistleblower is a special class designation given to people who come forward to testify against corrupt or illegal practices. The secretary who witnesses a corrupt business deal, who at great personal risk to their career and safety testifies against the CEO of the major corporation. Daniel Ellsberg was a whistleblower. Anita Hill was a whistleblower.

For conservatives, they use the power of the word, but for their own nefarious purposes. They called Juanita Broderick a whistleblower, when it turns out she was either used, or was herself a political operative that was trying to take down Bill Clinton. These "whistleblowers" that they claim, have PROOF that Joe Biden personally palmed the billion dollar checks to bribe him, have not produced any evidence, nor themselves, where Anita Hill testified before Congress about how Clarence Thomas should not be a Supreme Court Justice. She was right!

Conservatives recently corrupted the Censure in the House of Representatives. Their farce with Adam Schiff moved the Censure from being a serious tool, used only for the most egregious situations, to a partisan hack tool to create a spectacle for right wing media.
