At the same time, I think having it look like that is a foolish idea. All that's missing is the big red bull's eye and a pre-set electronic tracking device on publicly known frequencies.

Do what the Nazi scientists did with heavy water to keep it out of the way of progress on Nazi atomic energy applications--put it in unmarked, average railroad cars and let a code on the manifest say that it's special in some way.
