19. Poor people in general, but yes skin color definitely factors into "justice" and "accountability".

Poor White people do have it better than people of color, but they are also disproportionately incarcerated for crimes that rich people, and especially rich White people are never even charged with.

The Tiers of the Justice system have to do with resources and racial prejudice.
