Kirby said he's repeatedly seen this demonstrated in the 2 and a half years he's been working with Biden as White House National Security Communications Advisor. He had nothing but praise for Joe's abilities to deal with difficult situations and his knowledge and understanding of world leaders and other countries. I hope someone can post a link.
