The art of strategy comes to people at various stages of their lives. The sooner the better. Joe Biden is a MASTER CLASS in strategy all on his own.
My 11 year old Granddaughter understood the concept of STRATEGY at age 3. Before she was 4, she was beating her parents and us in games. She applies STRATEGY in the playing of Hockey and Lacrosse. Which is why she will only get better as a Student, playing sports, as well in life.
Way to go, Joe. The infrastructure is there, and so is the money.
