Yes, she stepped down from what was likely going to be a minority leader position but she still remains in congress. Biden is done in a few months. There's no remaining in any level of power with Biden. Nancy isn't giving up all her power. She's still running for reelection this year despite her age. She'll still have immense influence within the House, something she'd fully give up if she did what Biden has done.
