That is precisely what a union executive board is tasked with. They are also tasked with announcing endorsements of politicians based on how those politicians may benefit the rank and file. Rank and file are not expected to do the extensive research necessary to make this determination. But union leaders don't base their endorsements on what political sentiments prevail among rank and file at any given moment. That would be detrimental to the cohesion and solidarity within the union.
