The 12th Amendment that changed the process for voting for a vice president left in place the rule that a state's electors can vote for only one of the two people on the ticket that are from that state. This means that California's electors could vote only for Harris or only for Porter. This would put the state's 55 EVs at risk even if they'd won the state's popular vote, and it's the real reason why candidates don't pick running mates from their own state.
